Project Update for March 1 - March 5, 2010:

INTAKE
JW Fowler Company

INTAKE CONSISTS OF A WATER INTAKE SHAFT/PUMP WET WELL, MICRO-TUNNEL INTAKE LINE AND UNDERWATER MULTI-PORT SLOPING INTAKE STRUCTURE WITH SCREENS, ALL LOCATED ON THE NORTH SHORE OF LAKE NACIMIENTO NEAR THE SPILLWAY.

Construction of the intake shaft and tunnel are completed.

FACILITIES INCLUDES THE LAKE INTAKE PUMP STATION PLUS TWO ADDITIONAL INTERMEDIATE PUMP STATION (SANTA YSABEL AND ROCKY CANYON PUMP STATIONS), THREE WATER STORAGE TANKS AND THE PROJECT INSTRUMENTATION AND CONTROL (SCADA) SYSTEM. THE PROJECT STORAGE TANKS CONSISTS OF TWO 850,000 GALLON TANKS (CAMP ROBERTS AND ROCKY CANYON) AND ONE 300,000 GALLON TANK (CUESTA TUNNEL).

Mountain Cascade, Inc currently has construction in progress in the following areas;

Lake Intake Pump Station, Lake Nacimiento Drive, Bradley - Installation of the underground surge chamber and site piping. Motorists on Lake Nacimiento Drive are advised to be aware construction traffic and material deliveries in the area of the Nacimiento Dam between the hours 7 am and 5 pm, Monday thru Friday. This work will continue thru April 2010.

Camp Roberts Storage Tank, Bradley - erection of the welded steel tank and installation of underground piping is complete. Electrical & Mechanical checkout and Testing & Startup activities will be ongoing through April 2010. Work hours are between 7 am and 5 pm Monday thru Friday.

Santa Ysabel Pump Station, Paso Robles - Installation of pump station building is complete. Electrical & Mechanical checkout and Testing & Startup activities will be ongoing through April 2010. Work hours are between 7 am and 5 pm Monday thru Friday.

Rocky Canyon Pump Station and Tank, Atascadero - Construction of the pump station building and errection of welded steel tank is completed. Electrical & Mechanical checkout and Testing & Startup activities will be ongoing through April 2010. Work hours are between 7 am and 5 pm Monday thru Friday.

Cuesta Tunnel Tank , Santa Margarita – Construction of the welded steel tank and sitework is completed. Electrical & Mechanical checkout and Testing & Startup activities will be ongoing through April 2010. Work hours are between 7 am and 5 pm Monday thru Friday.

NORTH PIPELINE CONSISTS OF 22 MILES OF 36 AND 30 INCH DIAMETER, CONCRETE LINED AND COATED, STEEL CYLINDER PIPELINE FROM LAKE NACIMIENTO INTAKE PUMP STATION TO THE STORAGE TANK ON CAMP ROBERTS AND THEN ON TO THE PASO ROBLES TURNOUT AND THE ASSOCIATED SECTION OF THE FIBER OPTIC CABLE.

Teichert Construction currently has construction in progress in the following areas;

Lake Nacimiento Drive, Bradley - Installation of the 36” pipeline crossing Lake Nacimiento Road has been completed. Paving and restoration activities have been completed. Crews continue to perform pipeline testing, site restoration and minor cleanup activities. Construction hours are 7 am to 5 pm Monday through Saturday. Work is expected to be completed in mid January 2010.

Camp Roberts – Installation of the 36” welded steel pipe has been completed . Crews continue to perform pipeline testing, site restoration and minor cleanup activities. Construction hours will be 7 am to 5 pm Monday through Friday. Work is expected to be completed in mid January 2010.

Mahoney Road, Paso Robles - Pipeline work on Monterey Road has been completed. Crews continue for perform pipeline testing, site restoration and minor cleanup activities. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Friday. Work in this location is anticipated to be complete in early February 2010.

Texas Road (east of Mahoney Rd), Paso Robles - Pipeline work on Texas Road has been completed. Crews continue to perform pipeline testing, site restoration and minor cleanup activities. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Friday. All work in this location is anticipated to be complete in early February 2010.

San Marcos Rd, Paso Robles - Pipeline work across San Marcos Road has been completed. Crews continue to perform pipeline testing, site restoration and minor cleanup activities. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Friday. All work in this location is anticipated to be complete in early February 2010.

Wellsona Road, Paso Robles– (east of Hwy 101) The installation 48” casing and 36” welded steel pipe, underneath Hwy 101 at Wellsona Road has been completed. Crews continue to perform pipeline testing, site restoration and minor cleanup activities. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Friday. All work in this location is anticipated to be complete in early February 2010.

Wellsona Road, Paso Robles– (west of Hwy 101) The installation of 36” welded steel pipe along Wellsona Road. Crews continue to perform pipeline testing, site restoration and minor cleanup activities. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Friday. All work in this location is anticipated to be complete in early February 2010.

Monterey Road, Paso Robles - Installation of the 30” HDD pie under the Salinas River has been completed. Crews continue to perform pipeline testing, site restoration and minor cleanup activities. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Friday. All work in this location is anticipated to be complete in early February 2010.

North River Road, Paso Robles – The installation of the 30” HDD pipe under the Salinas River has been completed. Crews continue to perform pipeline testing, site restoration and minor cleanup activities. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Friday. All work in this location is anticipated to be complete in early February 2010.

13th Street Bridge, Paso Robles – Fiber optic conduit installation work along the bike path at the 13th Street Bridge has been completed. Crews continue to perform pipeline testing, site restoration and minor cleanup activities. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Friday. All work in this location is anticipated to be complete in early February 2010.

South River Road, Paso Robles- Pipeline work on South River Road has been completed. Crews continue to perform pipeline testing, site restoration and minor cleanup activities. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Friday. All work in this location is anticipated to be complete in early February 2010.

ALL ACTIVITIES COMPLETED

SOUTH PIPELINE CONSISTS OF 14 MILES OF 18 AND 12 INCH DIAMETER, DUCTILE IRON PIPELINE FROM THE ROCKY CANYON TANK DISCHARGE TO AND INCLUDING THE SAN LUIS OBISPO TURNOUT AND THE ASSOCIATED SECTION OF THE FIBER OPTIC SYSTEM.

Southern California Pipeline currently has construction in progress in the following areas;

Rocky Canyon Road, Atascadero - Appurtenance work associated with the installation of the 18” DIP has been completed. Crews will begin fiber optic cable installation in late January 2010. Motorists are cautioned to expect crews along road shoulders.

Santa Clara Rd at Salinas River, Santa Margarita – Work associated with the installation of 18” DIP under the Salinas River has been completed. Crews continue to perform site restoration and minor cleanup activities, and will begin fiber optic cable installation in late January 2010. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Thursday. Work in this location is anticipated to be completed in late February 2010.

El Camino Real, Santa Margarita – Work associated with the installation of the pipe bridge adjacent to the Santa Margarita Creek Bridge has been completed. Crews continue to perform site restoration and minor cleanup activities, and will begin fiber optic cable installation in late January 2010. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Thursday. Work in this location is anticipated to be completed in late February 2010.

Hwy 58, Santa Margarita – Appurtenance work and testing associated with the installation of the 18” DIP has been completed. Crews continue to perform site restoration and minor cleanup activities, and will begin fiber optic cable installation in late January 2010. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Thursday. Work in this location is anticipated to be completed in late February 2010.

Hwy 101, Santa Margarita - Installation of the 36” steel casing and 18” DIP, underneath Hwy 101 south of Santa Margarita is complete. Crews continue to perform site restoration and minor cleanup activities, and will begin fiber optic cable installation in late January 2010. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Thursday. Work in this location is anticipated to be completed in late February 2010.

Tassjara Creek Road, Santa Margarita - Pipe installation south of Tassajara Creek Rd is complete. Crews continue to perform site restoration and minor cleanup activities, and will begin fiber optic cable installation in late January 2010. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Thursday. Work in this location is anticipated to be completed in late February 2010.

Cuesta Tunnel (north side) – Pipeline installation of 18” DIP overland, north of Cuesta Tunnel site, has been completed. Crews continue to perform site restoration and minor cleanup activities, and will begin fiber optic cable installation in late January 2010. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Thursday. Work in this location is anticipated to be completed in late February 2010.

Cuesta Tunnel (south side) – Pipeline installation of 12” DIP overland, south of Cuesta Tunnel site and under the UPRR tracks has been completed. Crews continue to perform site restoration and minor cleanup activities, and will begin fiber optic cable installation in late January 2010. Motorists are cautioned to expect construction traffic and crews working along road shoulders. Construction hours will be 7 am to 5 pm, Monday through Thursday. Work in this location is anticipated to be completed in late February 2010.

Stenner Creek Road, San Luis Obispo - Installation of the 12” DIP along Stenner Creek Road in San Luis Obispo has been completed and pipe bridge over Stenner Creek has been completed. The construction of the T11 turnout along the driveway to the San Luis Obispo Water Treatment Plant is ongoing and pipe installation to the turnout will commence in early January 2010. Residents and motorists are cautioned to expect construction personnel working intermittently along roadway shoulders between the hours of 7 am to 5 pm, Monday through Friday. Work in these locations is anticipated to be completed in late February 2010.
